The Skills Gap Is an Operating Model Problem

Skills gaps have topped CEO priority lists since 2010. Sixteen years and untold billions in training spend later, the number hasn't moved much. That's not a spending problem. It's an operating model problem, and this report is about fixing the operating model.

Here's what's actually working against most L&D teams right now:

Skill half-life is shrinking fast. Technical skills that used to hold for 8 to 12 years now hold for as little as 2 to 5, and most skills matrices still get updated once a year.
Spend keeps climbing, capability doesn't. More training activity hasn't closed the gap between what the business needs and what its people can actually do.
Measurement stops at completion. Most L&D reporting can show who finished a course. Very few can show what changed in the business because of it.
Systems don't talk to each other. Skills data usually lives in a spreadsheet, disconnected from the tools that show what people actually do at work.

The report has been prepared with careful research and with the aim of serving as a guide for making the whole shift, not just diagnose it:

Why the gap persists, and why more training alone hasn't closed it
What the small group of organizations already closing it are doing differently
How to measure and report skilling in language leadership already trusts
How to build the Skills Intelligence Engine, the system behind real skilling
Why managers, not just L&D, decide whether any of this sticks
How to scale a pilot without breaking what made it work
A scorecard to place your own operation on the maturity spectrum and know exactly where to start
